I'm assuming that sendmail and your mail delivery agent work fine when a
procmail recipe is not invoked. Thus, we would know the mqueue
directory is okay.
Since you didn't indicate your OS, I can only give generic advice.
Procmail probably needs to be setgid or the like. Try 'make recommend'
in your procmail build directory for hints.
