In older versions of procmail, you cannot put comment lines or blank lines
in the middle of a recipe. It looks like you should upgrade to the
current version (3.11pre4). You didn't say what version you have.
Meanwhile try deleting the two comment lines there.
(I have not checked the rest of your recipes.)
