Try -m3.  Four are probably too many: a lot of digest articles will have only
From:, Subject:, and Date:, so if you insist on -m4 you'll find each of those
agglutinated to the preceding article.

If the list in question accepts articles without subjects, then even three
might be too many, and then we're back to -m2 (the default) and to getting
a spurious article because of those header fields at the start of the TOC.

If that's the case, run that particular list's digests through formail +2ds
rather than formail +1ds.
