Is that a "normal" diagnostic to see from a mail handler?
It is a trivial thing to configure for in the sendmail aliases file. I
have something similar configured for a usenet filter alias I used at one
point - mail directed to it is almost ALWAYS usenet-derived spam - so I
bounce a message via sendmail saying SPAM isn't welcome.

Kind of suspicious that the error message should come from
one of the Ten Most Wanted Spammers.......
Well, besides the (however implausible) possibility that the ISP is turning
a new leaf, it is also a nifty way to bounce mail for an account which has
received too much anti-spam mail, and has thus become a liability. Best to
axe the account, hand out a new identity, and make it appear as if they're
folk of principle.
