Don't be silly. Reading the manuals is almost always better than
writing your own program to duplicate a program somebody else has
spent weeks or months on getting right and optimizing.
If your tr doesn't understand "\n", try this:
tr '\012' ',' < infile > outfile
If that doesn't work either, RTFM.
