The default path compiled into smrsh is /usr/adm/sm.bin, not /var/adm/sm.bin.
If the two aren't linked together on your system and the administrator didn't
change the default then this is your problem.  If this is the case the exact
error message you should be getting is

    smrsh: procmail not available for sendmail programs

If you find that the directory is okay and that's not the error message
you're getting then post the exact message which smrsh prints to stderr
(and so shows up in the bounce).  The message smrsh syslogs might also
be useful.

      "|procmail"
      "|procmail -f-"
      "|/usr/local/bin/procmail #jduche"

Any of those would be allowed with smrsh (though the full path on the
last is ignored).  smrsh only disallows commands which contain any of
the characters

    < | > ^ ( ) ; & ` $ CR LF

or any of these with the 8th bit set.
