That's because procmail thinks it is done when it follows your
instructions and sends the reply. You need to change the :0 to :0f so
procmail knows it needs to keep going. You also need to change the :0 in
front of the inbox to :0: so procmail locks the mail file.

That should be ":0c", *not* ":0f".  'f' stands for 'filter', which would
cause procmail to deliver to inbox the output of the sendmail command
in the filtering action.  Since sendmail just about never prints anything,
inbox would just contain empty messages.

And actually, that first recipe should have the 'h' flag to tell procmail
to only send the header of the message to formail (formail not needing
the rest).  This will prevent an obscure problem from occuring when large
messages are sent to the responder.

(As for whether you should be locking inbox, is it a directory folder
ala rmail?  If so, you don't need to lock it.  If not, you do.)
