Never having been a systems administrator, I don't know.  As a user, if I'm
expecting email but it hasn't arrived, I can't tell whether it is waiting to
be delivered to me, it wasn't delivered to me on a previous attempt but has
been requeued for another, it has already been bounced from my address back
to the sender, or it has not yet been sent.

If Smail doesn't act on a failure report when it delivers to a program, that
would be a serious deficiency.  Maybe the regulars on comp.mail.smail can
answer for sure.
