unknown mailer error 127

I am trying to install procmail at new ISP site.
It seems that I can successfully execute procmail from
command line ( procmail < test.mbox )
but not through .forward file.
When I emailed from another address 
I get "Returned Mail" with following message.

Please tell me what is the problem and how could I cope with it.
