No it isn't. Unless you have a broken sendmail, forwarding something
eith '!' shouldn't include the forwarded to address in any normal
header with the possible exception of a "for <forward(_at_)address(_dot_)net>"
clause in a Received: header. If that's what you're thinking of, then
you'll need to either send the message to two addresses, or hack your
sendmail.cf
