  The filtering in most lists is done not by procmail, but by
making it a closed list.  I.e. propagating email *ONLY* from
those people/email-addresses who have bothered to send a
"subscribe" message.  The list maintainer here has chosen to
leave the list wide open.  If you want to get the situation
changed, a polite email request to the list-maintainer is the
way to go.
  There is no guarantee that your request will be accepted,
but if you don't ask, you'll never know.  Sleazy spammers are
forcing many more security restrictions than there used to be
"in the good old days".  A while ago, my ISP changed their
setup so that one can only send out mail while dialed up
directly.  This is designed to prevent outsiders hijacking
the ISP's SMTP server and sending spam via it.  People used to
be able to telnet in from work, and check their mailboxes, and
reply.  They can read, but no longer send while telnetted in
to elm/pine.
  They must be directly dialled up.  This caused a few
complaints, but if it wasn't done, many people would filter
out email from the ISP, so that being able to send it out
wouldn't be of any use anyways.
