It sounds like they changed sendmail to use 'smrsh' -- sendmail restricted 
shell.

If they made procmail the local delivery agent for sendmail, you wouldn't  
need a .forward.

There are instructions at www.sendmail.org on how to make procmail the LDA.

I will send you my sendmail.cf information if he thinks it will help.
