Apparently To: and To:

Hello everyone,
                I had another question for you in my reciepe file I have the 
following
statement

$FORMAIL -k -X From: -X Subject: -A"To: $SEND"

Yet everytime I test this the email I send always has an Apparently To:
header instead of a normal To: header.  Does anyone know how I can fix this??
