    Full mailbox errors are not the responsibility of the MTA --
it has no idea how to handle local delivery.  Full mailbox
errors are the responsibility of the local delivery agent (LDA),
such as /bin/mail, mail.local, procmail, etc....

    One alternative would be to use techniques to deliver the
mail directly toa user's home directory, then user existing
filesystem quota mechanisms.  However, this requires that each
user actually have an account in /etc/passwd (or wherever) on
the machine, and trying to support that for thousands of users
is simply a non-starter for most folks.


    Seems to me that this is an obvious place for a slight
extension to procmail.
