procmail is told to save the message to a file, it complains and then
ignores the 'f' flag.

The file that you copied that from probably had some other action line.

You are correct! Here is the original recipe:

:0 Hf
* ^Comments:.*Authenticated sender
* !^X-Mailer:.*Pegasus Mail
| formail -b -f -A "$trash_header ordinary tag-contents header 1"

I will remove the 'f' flag.
