One thousand thank you's !
I made the change you suggested and it is working like a champ! Procmail is
overwriting
files with every new message received.
Upon further investigation It turned out that a co-worker who shares the
account with me
made a "little" change to the .cshrc file!
God Bless You!

Greetings,
How do I get procmail to overwrite files in my MAILDIR vice appending to
them?
I've tried many things, most recently:
:0
* ^Subject.*O2
* ^Subject.*usage
| /sbin/cat > O2_usage.rpt
All without success. In the above case I get a "File exists" message
and it writes it to the mbox not O2_usage.rpt.
I'm going to guess you're using csh or similar, and in your .cshrc
you've "set noclobber" or something like that.
Try the line:
SHELL=/bin/sh
near the top of your .procmailrc
