This needs to be an asterisk. Because of this typo, you are asking
Procmail to unconditionally save all mail to a file with this
(interesting) file name (as you have found out).
If you are using this for something like a virtual domain, there is a
section in the FAQ with various warnings and amplifications which you
might want to have a look at. This is available from
<http://www.iki.fi/era/procmail/mini-faq.html#advanced>
Possibly you should be using the ^TO_ macro instead of the regular
expression ^To:.* (or ^To:. as in the line with the other typo, too)
but I'm only speculating about what you are trying to accomplish here.
