I agreed to look into the matter of Redhats rpms of procmail having
permissions problems, so posted to Redhats rpm list. Here is one of

This bug/feature has been reported as bug #2242 at
http://developer.redhat.com/bugzilla
Add userself to the CC list of that bug if you want to be automagically
notified when the problem is resolved. Dunno what the resolution is
gonna be yet ...
