getting the correct From_ out of sendmail 8.9.3

We rolled out a new mail system 10 days ago consisting of Sendmail 8.9.3
and Procmail 3.13.1 as the drop-in local mailer.  We have used the
advanced examples in procmail to exactly match the flags required and
have checked them by several people to ensure no typos.
Unfortunately we are not getting clear "From " mail separators in all
cases so that the mboxes are delivering concatenated mails - the pop3
daemon being unable to differentiate between the individual mails.  This
also sometimes entirely screws up the mailbox and it has to be mailed to
the owner as a 'global'mail.
We have ascertained that the type of mails which cause this problem are
nearly all html formatted resulting in a From line that looks like

From=20etcetc.

We assume we need to tweak sendmail.cf somewhere - perhaps by adding an
extra flag to procmail or enabling some option but we could REALLY do
with some help here as we are an ISP handling 3 mails a second on
average and migrated to procmail on several recommends without knowing
the internal details.   Over the last three days we have read almost all
the faqs and links and lists to try and get a handle on the problem so
now know a lot more.  We can certainly confirm that procmail is
infinitely better than binmail.

I would like to say that we are not using any procmail.rc files at all.
We took it on board that using it as a drop-in replacement didn't
require you to do so if pop3 daemon was used to deliver the mail when a
client connected to empty his mailbox.
