What's in /etc/procmailrc? If there's an assignment to LOCKFILE in it
then all local mail delivery will be serialized through that lockfile
and _everything_ will take a long time. If the /etc/procmailrc does a
RBL or spam check that takes a long time, that could be cause of the
delay.

While it won't help the speed problem, you should upgrade to version
3.13.1 as it has many bug fixes and eliminates several buffer overflows.
