Philip,

Thanks. I did read that:

line, procmail will, prior to reading $HOME/.procmailrc,
interpret commands from /etc/procmailrc (if present).

states that /etc/procmailrc commands are interpreted first, but didn't state
if those commands are the same recipes as used in ~/.procmailrc.

What is the difference between /etc/procmailrc and ~/.procmailrc? Can you

Yep. To quote the third paragraph of the procmail(1) manpage:

If no rcfiles and no -p have been specified on the command
line, procmail will, prior to reading $HOME/.procmailrc,
interpret commands from /etc/procmailrc (if present).
Care must be taken when creating /etc/procmailrc, because,
if circumstances permit, it will be executed with root
privileges (contrary to the $HOME/.procmailrc file of
      course).
