I don't think so. Can you explain in what way it is invalid? 
Besides the topic of procmail, but anyway, according to an RFC (don't
remember which one just now) it is not legal to encode headers with mime.

RFC 2047 definitely allows (and defines) it.

Your quite right. The RFC I remembered reading this in turned out to be the
outdated 822. For headers this is succeded by RFC 1522 which allows
encoded-words to be used.
