Filtering all incoming messages.

I am running sendmail 8.10 on a Solaris 2.6 system.
What is required in the sendmail.cf file to have
procmail filter _all_ incoming messages?

I have procmail configured as the local mailer and
am filtering messages delivered locally.  I want to
have procmail filter messages which will be forwarded
to other mail services for final delivery.

I have been unable to get a clear picture from the
FAQ's and Posts.
