It shouldn't be doing so: procmail runs as the user when actually
writing to the mailspool (unless you overrode that in the
/etc/procmailrc file). Are you
a) Sure quotas are turned on on the file system in question?
b) Sure that the user has a quota for that file system?
c) Sure that quotacheck was run at some point after (b)?
Given all of those, how do you know it isn't working? (What are the
signs?)
