Although procmail doesn't typically "create" mail, you can make it do this.
 Typically procmail is used to redirect mail or to have the mail invoke
some type of system function (like requesting a file to be retrieved) - the
mail usually originates elsewhere, in HTML format MIME, ASCII or whatever.
If you would explain more of what you want it would help.  I'm guessing
that you're looking at creating some type of mailing list of sorts, and the
answer is yes, procmail will do that.  Look into Smartlist also.  However,
removing *all* of the header information is incorrect for proper delivery,
if not impossible.  You *can* minimize it, but it's generally considered
bad netiquette to send mail with a missing or misleading return field.  And
being among those who hate spam... I hope that you're not one of those.
