My guess is that the "-" in the second argument is your problem, in that it's
being taken as a range (such as the commonly-seen "a-z").
Try leaving out the "-" conversion; if that works for the other characters,
then see
if you can put "-" first. (I seem to remember that the cleverness of tr depends
on the version of UNIX in use.)
