Developing forwarding rules with Procmail

Looking for PROCMAIL to develop rules like Outlook Express. How can I have mail 
forwarded to multiple users.  Example if Tom sends or receives an email then 
automatically send a copy to his manager Jim.  Can Procmail do this?  Please 
provide an example.
