Do you set LOGFILE in the rcfile?  If so, what does the logfile
contain?  What does it contain when you add VERBOSE=on after the
LOGFILE assignment?  Is sendmail setuid root?  Have you checked
sendmail's log (as written by syslog, probably somewhere in /var/log)?
Did you consider including the rcfile in your message to the list?
