This has nothing to do with procmail but rather is a side-effect of
your choice of POP server.  Some POP server, including the one running
at your site, lock the mailbox for the entire duration of the
connection.  As a result, if the connection is dropped, the mailbox
won't be unlocked until the TCP/IP connection times out or the POP
server's idle timer goes off.

You can probably change the later at the cost of making it difficult or
impossible for people on slow lines to read and delete their mail.
Upgrading to the latest version of whatever POP server you're running
may help.  If that doesn't do it, then you'll need to either a) tell
the user to get a more reliable connection, or b) toss that software
and find a POP server that doesn't keep the mailbox locked.

BEWARE: changing POP servers may change the UIDLs for all the stored
messages which will make every POP client think messages that it left
on the server are new and redownload them.  This will piss off all your
users if you don't warn them first, and probably even then.
