What you describe is known as single instance message store. There are
significant problems with it that are only resolvable if all access to
the messages are through some protocol like IMAP. The actual message
delivery in those cases generally requires system-specific knowledge
that procmail doesn't contain, such that you would need to either hack
procmail or use a different LDA.
