Sounds like your sendmail runs smrsh.
Try
$ grep '^Mprog' /etc/sendmail.cf
Does it say something about smrsh? If so, then you have to put
procmail into a a certain directory for smrsh to like it...

Yes, it is running smrsh. Actually I find it also in the web (don't
remember if it was the procmail FAQ, though).
I am running RedHat Linux 6.2 and this stuff is in /etc/smrsh, so I did
a
ln -s /usr/bin/procmail /etc/smrsh
and now everything works beatifully.
