Both. If procmail is invoked with no rcfile on the command line and without
the -p option, it will read /etc/procmailrc first, and then, for any message
where delivery is not completed by instructions in /etc/procmailrc, it will
continue into ~/.procmailrc.

Specifically including either in the other is likely to be a bad idea.
