You don't need to use Procmail for this.
Sendmail config directive:
confMAX_MESSAGE_SIZE
"MaxMessageSize [infinite] The maximum size of messages that will be
accepted (in bytes)."
So, in sendmail.cf:
MaxMessageSize=1000000
is 10MB send/receive.
