This seems a bit off-topic, but...
What is /dev/ttyS1 ? Is it your modem? If you are using the
device, i.e. online, then it is probably locked already. Thus,
you cannot create the lockfile because it already exists.
Whatever is using the device, pppd perhaps, should remove the
lockfile after it frees up the device.
