Procmail without shell account?

Is it possible to setup procmail/sendmail to receive mail addressed to a
mailbox that doesn't have a corresponding shell account?  Mail addressed to
users with shell accounts are properly processed by procmail.  Where can I
find such information.  Any help would be greatly appreciated.  I use RedHat
7.
