.procmailrc

holds the script this i place above Public_html

#LOGFILE=public_html/logs/procmailrc

The '#' turns the rest of line into a comment, so you haven't set
procmail's logfile.  Once you've done that, try things again and see
whether a logfile is created and, if so, what it contains.  If it isn't
created when you send a message, then procmail isn't being invoked and
you should do things like check the maillog, your .forward file (if it's
needed), and the permissions on your home directory, .procmailrc, and
(if needed) .forward file.

Remove the '*' line, as it does nothing but confuse the matter.  You are
allowed to have zero conditions.

I am running this version
$ procmail -v
procmail v3.11pre7 1997/04/28, Copyright (c) 1997, Stephen R. van den Berg
                                                       
<srb(_at_)cuci(_dot_)nl>

3.11pre7 is pretty old now.  I doubt that it's related to your problem,
but you should put "upgrade procmail" somewhere on your TODO list.
