HOST in clone

If the following is in the default rcfile and procmail 3.21 is invoked with
no rcfiles named on the command line,

 :0c
 { HOST }

shouldn't the clone procmail drop the message into the bit bucket and exit?
Instead I'm getting two deliveries, as if the clone were surviving unsetting
HOST.
