The problem is this isn't working. I do not get mail that is filtered to
other folders. These other filters are listed in the INCLUDE section at
the bottom. So this should work first right? I don't get it.

everything in the temp folder?
Yep, or you may want to use the formula outlined in the man page (to cut
down on disk usage):
:0 c
backup
:0 ic
| cd backup && rm -f dummy `ls -t msg.* | sed -e 1,32d`
