That's not a function of the MTA (Sendmail), but of the MDA/LDA (Procmail).
Edit your sendmail.cf, look for and modify:
O QueueDirectory
This sets where Sendmail temporarily stores mail in the queue waiting to be
processed.
What he wants requires re-compiling Procmail. The instructions for which files
to edit have been discussed on this list many times. Most recently within the
last week. A perusal of the archives (or the documentation with the source)
would be in order.
