I have been trying to figure out a way to change my

change the path the the users home directories.

Going by whats in my .procmailrc, you just need to set a MAILDIR
variable e.g. MAILDIR=/usr/spool/mail

Nope. MAILDIR has nothing to do with the default delivery path.
That's controlled by ORGMAIL and DEFAULT, but the *correct* way
to change the default delivery location is to edit the autoconf.h
or src/authenticate.c file in the source tree and recompile. Why?
Because procmail makes various checks based on the compile-time setting
before you have a chance to assign to either of them.
