Check out spambouncer (www.spambouncer.org).  It has a few rules for
detecting korean messages.  But it checks the Content-Type: header
instead of the subject.

Perhaps look through the mailing list archives.  I think I remember a
discussion on detecting Chinese characters on the subject line.  Maybe
that's a start...
