Because it simplifies the program. The boundary _must_ be quoted if it
contains any of the following characters:
( ) < > @ , ; : \ " / [ ] ? = space tab
Rather than include the logic to determine whether the boundary can
be specified as just a token (because it doesn't contain any of those
characters) it may be simpler to just always express it as a quoted
string.
