By answering substantively the question, you reward such
behavior. If you reward bad behavior, it will persist and
may increase.
The outbound part of the question is MTA dependant, and
procmail is not an MTA. It is simply OT.
The inbound part is clearly discussed in the manpages,
respecting /etc/procmailrc

logfile
Add a 'w' for a backstop if you like ... but the broader issue
of legalities again are dependant on locality and policy --
again OT.
