What is the reason for the braces? AFAIC this can be written as

  :0BH
  * ks_c_5601-1987
  /dev/null

Right?

Also: you are experimenting with a recipe *and* forwarding matching
messages to /dev/null. I'm not sure if you (and the one who was asking
the question) is realising that messages like yours and this one would
also have been forwarded to Dave Null. 

It's the reason why I'm using:

  :0 BH
  * ^(Content-Type:|<meta) .*charset\=(\"|3D)?\/(CHARSETS)
  [action]

  :0 E 
  * ^(Subject|To|From):.*=\?\/(CHARSETS)
  [action]

CHARSETS is a regexp for a series of a suspicious charsets.
