The first `delivery' ends all, so you have to work with copies
(the `c' flag, see man procmailrc).

Which isn't his problem. His expression would only match if his
address is the very first thing on the To: header line. If the
message was sent to his address and one other, and the other address
appears first, his expression won't match. You gave him the right
answer with the ^TO/_ macros, but 'c' won't do anything for him here.

<hehe> You seem to be missing one (OK: almost unimaginable) situation: 
when a message is To: user(_at_)yahoo(_dot_)com 
user(_at_)pacbell(_dot_)net(_dot_)
