Procmail is generally set up to work on incoming mail.  How to get your
outgoing mail to be filtered through procmail (or any other program --- to do
it with procmail, procmail would have to call cat or sed, so you can just run
cat or sed and not call procmail at all for this task) depends on whether your
MUA or your MTA supports it.

Additionally, you might run into trouble there, since it's little use to add a
signature to a message when it's a multipart message. You'll never see it,
since it's not part of any part of the multipart ( ;) )

In that case you'd somehow have to create an extra part of the message with
the ignature, or automagically figure out where to add your textblock. That
might require some creative procmailrc entries.
