I've installed procmail on a mailserver (v3.15.2) and it is not setting

global procmailrc or a user's .procmailrc. The mailfiles are still owned
by root instead of the correct user. Procmail is installed setuid. Here's
a look at what the files look like after mail has been put into a specific
folder.
If files are being delivered as root, then the error is in the
/etc/procmailrc file. What does that file contain?
