However, so far I seem unable to do (b). What is odd is that
if I have a simple procmail rc file that simply puts its standard input
to a file (not calling formail or anyting like that), the file only
gets the messages's headers, not the body.

You're using the 'h' flag here which (from the procmailrc man page)
h Feed the header to the pipe, file or mail destination
If you want to feed the body to the pipe also, don't use the flag that
says only deliver the header.
