$LOGNAME's value is set when procmail runs.  Its value is already set by
the system, and you don't need (or probably want) to change it.

Recipes are read from each user's own .procmailrc after "global" recipes
are called from a system-wide procmailrc (if you're using procmail for
local delivery rather than just running it from a .forard file).
