Well, it would be easy if I spelled Received: correctly....

Also, you don't want to "stack" the conditions like that; they
are ANDed and the problem needs them ORed, as in my previously
posted:

    * ^Received: from.* 209\.163\.(9[6-9]|10[0-9]|11[01])\....

(if 96 through 111 is the desired range).

Also, I think your 168 is a typo, but that's not a procmail issue.  :-)
